      The complaint here involves inappropriate billing practices of Philia, LLC, **** *********** ******, Washington, D.C. Philia was hired to provide health care services to **** ******* ** ****** and *** ***** ** ****** from January 18, 2022, to May 18, 2022. **. and **** ****** are married and reside in the same household. They are seniors with significant health challenges. *** ****** will be filing a separate complaint. It was determined that Philia would charge ***. and *** ****** a $42 hourly joint rate for services provided and a $21 hourly rate individually. As to **** ******, Philia charged the $21 hourly rate from January 18 to January 21, March 7 to March 10, March 14 to March 17, March 21 to March 24, March 28 to March 31, April 4 to April 7, 2022. But charged the $42 hourly rate from January 24 to January 27, January 31 to February 3, February 7 to February 10, February 14 to February 17, February 22 to February 24, February 28 to March 3, April 18 to April 21, April 25 to April 28, and May 2 to May 5. *** ****** was also billed an hourly rate of $42 for services provided from April 18 to April 21, April 25 to April 28, and May 2 to May 5, 2022. Philia has been contacted regarding the billing discrepancies and for a written explanation. Although there have been verbal discussions regarding this matter which have not resolved the issue, Philia has not responded in writing. **** ****** is seeking a reimbursement of $2500. Philia has provided checks in the amount of $268.00 and $137, without any explanation. However, those monies do not relieve Philia of **** ******'s request for a written explanation regarding Philia's billing in her case and the requested reimbursement.

      $This complaint involves inappropriate and unexplained billing practices of Philia, LLC, **** *********** ******, Washington, D.C. Philia was hired to provide health care services to **. ***** ** ****** and **** ******* ** ****** from January 18, 2022, to May 18, 2022. **** ****** has filed a separate complaint. Mr. and **** ****** reside in the same household and did so at the time the services were provided. It was determined that Philia would charge **. and **** ****** a $42 hourly joint rate for joint services provided and a $21 hourly rate individually based Philia's fee scale which is attached. However, that agreement was not honored. *** ****** was billed $21 per hour for services provided from January 18 to April 7, 2022. However, a $42 individual hourly rate was charged from April 11 to April 14, April 18 to April 21, April 25 to April 28, and May 2 to May 5, 2022. This billing resulted in **. and **** ****** being billed $84 per hour jointly from April 18 to April 28, April 25 to April 28, and May 5 to May 12, 2022. Philia has been contacted regarding the billing discrepancies and have been asked for a written explanation and for reimbursement of all inappropriate billing. Although there have been verbal discussions regarding this matter, which have not resolved the issue, Philia has not responded to *** ****** in writing or provided adequate reimbursement. *** ****** is asking for a reimbursement in the amount of $1500, which includes the economic and emotional stress that Philia's actions have caused. Philia has issued checks in the amount of $38 and $231 without any explanation. Philia has been informed that those monies do not relieve it of its obligation to respond to *** ******'s request for the monetary reimbursement, a written explanation of its billing practices, and the reason for the overbilling in *** ******'s case. i
