Appraiser ********************* was given a $400 check for an appraisal on November 3, and it was promptly cashed. He repeatedly promised to deliver a prompt appraisal, initially promising November 15, but he kept extending the time each time he missed his deadline. He refused to provide a refund but rather kept saying he could do a prompt appraisal though he actually had to visit the house a second time and then again repeatedly stated deadlines to complete the report that he did not meet. Finally, though I told him in no uncertain terms to just provide a refund, he finally sent an appraisal report on March 23. The report had so many blatant flaws as to be unusable, however, and I repeated my demand for a refund, since I could not delay any longer in trying to use the appraisal. (For example, page 5 of the report showed a "comparable sale" about 30 miles away that is stated to be 3.4mi away and is completely inappropriate to be listed. Page 8 misstated the appraisal compensation and client name; it seems that the whole page belongs to some entirely different appraisal. The appraisal value is not the average of the adjusted sales prices of the "comparables", and there is no explanation for such a deviation. The report is incorrect in such a basic fact about the subject property as the number of above-grade rooms. There is more that was incompetent as well, but this should be ample to show that the report was a mess that I could not anticipate getting corrected promptly after a delay of almost 5 months before any sort of report was produced.) It was way too late for me to attempt to continue working with the appraiser to correct negligent and erroneous content so I continued to insist on a refund. The appraiser insisted his report was fine and I just didn't like his valuation, so he refused to give a refund. The report is attached.
