      In early December 2021 contacted contractor I had previous experience with to replace plumbing, electrical breaker replace and bring to code, re-roof house with 30 year shingles, repair fascia board, interior paint, add laundry and install entry doors and kitchen cabinets. Contractor lied about experience, license, liability insurance, inspections occurring and ability to complete projects using licensed employees. The roof installed is not to code, nailed incorrectly used substandard shingles and no ridge vent and leaks after 45 days. There is damage to attic due to roof leaks. Roof needs to be replaced. Workmanship in home including Sheetrock is substandard, entry doors are not plumb or installed properly, kitchen counters/cabinets are not level and were incorrectly chalked and installed, there are plumbing leaks in bathroom and 3 active leaks under the home. Contractor has refused to provide detailed invoices, return phone calls, texts ,answer emails, or respond to requests to fix anything that was not done professionally or to code. Contractor was paid over $35000 and padded roofing bills and electrical. Provided a false business address and apparently operates under multiple business names. Contractor operates under ***** B ****** address is **** *********** ** ***** SC XXXXX.

      Business Response /* (1000, 11, 2022/04/13) */ During my time of remodeling Mrs. *****'s house at 6604 Dorchester St. Columbia SC, Mrs. ***** seemed very pleased with the finished product of the house. Any adjustments that needed to be made during the project, I went in and fixed them to her liking. Carolina Construction went above and beyond to make sure this house was done in a timely manner. During my time working with Mrs. ***** there were never any issues and we held a very professional relationship to make sure she was happy with the work. After the job was finished, Mrs. ***** and I agreed on a final payment price and it was paid in full. From my understanding, other professionals from other companies came into her house after my work was done. The emails and phone calls began to increase from Mrs. ***** months after my job was complete and became very inappropriate. As a contractor I take pride in my work to make sure it is done correctly and after many walkthroughs, both alone and with Mrs. ***** my work was complete and both parties were pleased. No. I do not agree to the "resolution" that she presented. All work was approved when I left. She was 100% pleased with the work after my completion and I am not liable for the work that was done by other contractors after my job was done. When I received this response from contractor I wondered several things: clearly this was not written by anyone I interacted with and if this were a true assessment of the situation, why did the business never respond and why would I have contacted different agencies to find information and then issued written complaints? The main issue here is that this man (and his business) is operating without an active current license or liability insurance policy. People can be professional and accommodating on the surface but in the end when deception is involved and there no real recourse for consumer , the practice needs to stop. As I stated in the original complaint, I had work done by this contractor before so did not immediately question his credentials. During the majority of work done, Mr ****** was not actually on site except to drop off trailer,materials, plumber, carpenter /roofer) and one or both of his children-and or pick them up, or come by my rental house to pick up checks. The most I saw him consistently at the house was the last 3 days of January when they were trying to complete the project or on weekends when extras came in to hook up stove,install counter tops etc. The items never addressed by contractor include : no invoices were provided for electrical, itemized for roof ( requested for my insurance company - inspection and invoice) or clear copies of invoices and current copy of liability insurance certificate. The usual response was that he would get it to me .Most of conversation between us was verbal along with some text . I questioned many things during the process including where is contract, what about inspection of electrical: I was told by text on 12/27 1:16pm that "everything passed", pricing on roofing that was $600 over original quote ,pricing for electrical service (I later learned I was billed 2000 above the actual charges) , why is it taking a week for roof to go up, your guys left a hammer on roof, water leaked on bedroom/ bathroom floors twice due to painters leaving ceiling sprayer full of water on floors, cabinets in kitchen not set according to proper order( left drawing)no baseboard in laundry, no threshold at front door, lock on door not installed right, pricing on cabinet install ,and calls to electrician to return for fan and outlet issues. I was initially told job would be completed by mid January and totally understand normal delays occur. As I was having personal items moved in on 1/28 painters were still finishing up .The work was ,in theory completed around 9:30pm on 1/31 and I did pay him final amount agreed on 2/1/22 because that is the right thing to do and still had the hope he would fulfill his word concerning his work guarantee. I compromised on hall bath vanity surround as he "couldn't come up with a solution " until 1/30 which was " buy a bigger vanity ". During the entire process I tried to give benefit of doubt and not be critical of things I was unsure of ,thinking that the end result would be fine. Most contractors are aware that problems surface after a project is completed and are willing to correct those, leaking plumbing for example. His electrician returned twice after completion to repair again switches and wiring issues noted by inspection. I was told multiple times that his work was guaranteed for a year. The last night they failed to finish caulking front door and bathtub but came back on 2/2. Mr ****** did not exit truck and again I requested paperwork and a current copy of liability insurance- he had given one that was expired,said he had picked up wrong copy. He said he would have by end of that week. On 2/4 a Richland County Inspection officer stopped at my house ,asking about work done, how long I had occupied etc and I was to call their office the next week to discuss. I asked Mr ****** again for paperwork-he said too busy and would have by end of the next week. At that point I called Richland County and inquired about permits, found that none were ever pulled and was advised to contact LLR office and check for license. I emailed LLR office on 2/11 and was told there was no license for ***** B ****** or his company name .Before filing a LLR complaint you are required to contact contractor - I sent email and text and tried calling,but no response. I filed complaint with LLR on 3/8 and sent a certified letter to address I had for ****** (wrong address) also I had inspection done on roof by licensed roofer, Meetze Plumbing ,and licensed carpenter contractor for independent assessment of final work. The most disappointing part was that roof was not 30 year shingles, not to code , incorrectly nailed, has no ridge vent and needs to be replaced. I also discovered later that all checks issued by me for over $35,000.00 were presented to be paid in cash at bank branch and not deposited to an account, which doesn't speak of good business practice . I base that opinion on the fact I was married to a contractor. On March 12 ,4 am after hard rain there was water dripping on master bathroom ceiling and after that a stain appeared. I texted Mr ****** stating roof was leaking as well as hall bathroom faucet. No response. Further evidence of roof leak appeared down wall and above windows. Roof was paid for -$ 7115 on 1/07/22 and has clearly been leaking for a while . No contractor has done any work on this house since Mr ****** left. I have had inspections done to confirm suspected problems upon advice of LLC and attorney. The only work done was my neighbor changing hinges on 4 of 6 kitchen cabinet doors so they will open properly as they were installed backwards . Also a tarp was placed on roof to prevent further damage to attic ,ceilings and walls until It can be replaced. With regard to inappropriate emails and calls, if a contractor takes "pride in his work" then he operates with integrity, responds to problems and corrects bad work. There were never multiple "walk throughs". Mr ****** commented on several things that weren't done properly but several of those items remain unfinished. I have many pictures of poor sheetrock finish, carved out countertops to force drawers to open ,even a back door carved to force lock to engage, drawer that wouldn't open because a shelf board was sitting on top when it was installed. When a business owner takes pride in his work he should stand behind it and operate according to the laws or rules governing the business. Neither of these apply to this situation. I remain with the position that the serious defects need to be corrected by a licensed professional and / or monies to do so need to be reimbursed by the contractor. ***** **********
