      I sought a contractor to build a privacy fence. Nooga Fencing llc gave me a price of 7500. A wooden fence. He drew up an invoice and notated 500.00 for removing old chain links fence and its disposal. 3500. For materials fees to be paid up front, then the remaining 3500. Upon completion of fence. I paid 4000.00 for removal, disposal and materials on September 7th. On September 25th he has refused to provide a receipt for materials only partial old fence removed, old fence debts in piles still in yard, and he has worked mere hours for only 3 days .holes were dug but his no show days the holes are full of water from rain. He texted he wanted 1200. More dollars but he had not delivered any materials.nor made any progress.he said he had a crew but showed up in the afternoon with his mother one day and his wife one day. He stayed just a few hours. No fencing has been erected. After paying 4000. And nearly 3 weeks all I have is fence debris, holes filled with mud, no old fence to keep my dogs in and no materials or new fence. I have texted him to finish the job and get the 3500 remaining upon completion. He says he needs a "draw" on thr funds to keep working. He won't produce the materials recipt6.by text he said "I'm done " so now I'm without the money. He said he would give me a refund MINUS HIS WORK, which is arbitrary amount he decides. His labor was to come out of the portion owed on October 7th listed on his invoice fir fence completion. He has taken money produced no tangible product, demanded more money without proof of receipt than threatened me either a lein against me. He also threatened me by text thst if he didn't get an extra 1200. By next day, there would be a fence and I could"try to find someone else to do it". I requested yesterday the materials receipt. He has still not sent it. He has kept the money, spent it ,likely and wanted more til he consumed the total 7500 for the fence without producing the product. I am a senior citizen& live alone.
