This is an investment property. I called Jeff because it had a water leak. He fixed the leak about 2hrs. After further investigation he found leaks under both bathrooms. I ask him to give me an estimate. He responded with in a few minutes he said about $********. I said that was to much I needed a written estimate. I told him it was OK to start on the main bath. He said he needed $******* up front for supplies so I gave it to him. A week later he sent me a estimate, it was $********. When I went to the house he had already demolished both bathrooms. When he completed the work he called me. I ask him when the building inspector would be there. He said I did not need an inspector. I told him it was the law. He was required to get a building permit. I also said if he was not going to get a permit he should have told me so I could get the permit. He got a permit that day, but he did not sign it. The issuer signed it but he didn't. I ask him to break down his bill into labor and materials. He did but he was in a hurry so it looks like I paid $****** per hour for some work and $****** an hour for the rest of the work. When I went to the bank to get his money he wouldn't come in the bank. I had to go out in the rain to conclude our business. When I got out of the rain I noticed he didn't sign the receipt when I ask him to sign it he refused. I have been trying to get a signed copy of the invoice. I think his business practices should be reviewed .
