On September 20, 2024, the Colorado Real Estate Commission (the “Commission”) entered into a Stipulation and Final Agency Order with licensee, Rachelle Marie Paplow, License IL.100035926, for license surrender and public censure. The Division of Real Estate (the “Division”), part of the Department of Regulatory Agencies (“DORA”), conducted a detailed investigation and found evidence of misconduct and license law violations by the licensee. Pursuant to the Stipulation and Final Agency Order, the licensee admitted to the Division’s factual findings and violations of real estate licensing law and/or Commission rules.
Paplow was fined $11,500.00 with $10,350.00 permanently stayed unless Paplow attempts to re-apply for a real estate broker license or any other professional license issued by the Division of Real Estate. Thus, a total amount of $1,150.00 is due.
Paplow operates as an individual proprietor under the name Denver Lifestyle and Luxury Homes, Inc. Paplow’s registered principal office address with the Division is 6380 South Boston St., Ste. 113, Greenwood Village, Colorado 80111. The registered agent of Denver Lifestyle and Luxury Homes, Inc. is Rachelle M. Paplow, and the registered agent address is 13706 East Weaver Ave., Centennial, Colorado 80111.
As a result of the Division’s investigation, Paplow has stipulated to surrender their license. In addition, § 12-10-217(1), C.R.S. permits the Commission to treat this surrender as a license revocation. The surrender was effective immediately on September 20, 2024, and as of that date, Paplow is not permitted to perform any duties that require a real estate license.

- §12-10-217(1)(w), C.R.S., Paplow engaged in conduct which constitutes dishonest dealing;
Case Number 2023-2468
- §12-10-217(1)(h), C.R.S., Paplow failed to account for or to remit, within a reasonable time, any monies coming into his/her possession that belong to others, whether acting as real estate brokers or otherwise;
- §12-10-217(1)(i), C.R.S., Paplow converted and/or diverted funds of others, without proper authorization, or commingled funds of others with his/her own funds, or failed to keep funds of others in an escrow or trust account;
- §12-10-217(1)(m), C.R.S., Paplow disregarded or violated any provision of the Real Estate Broker License Law or Commission rule or regulation, or provision of this part 2 or part 4 of this article Commission Rule 5.11, Earnest Money for Non-Real Estate Brokerage service Commission Rule 6.10, Advertising
