On the recommendations of two long-known neighbors, one in the building trades, and also the materials company, I hired Arturo C******** of Cervantes Plastering LLC to make repairs to aged stucco and totally renew my whole house with stucco and new color.
Mr. C******** and I inspected my house on two different occasions where I specifically pointed out work I wanted done along with the specific, only STO-brand products I wanted used. I addressed industry standards for the application of stucco and Mr. C******** readily agreed.
I built this house myself, so I am aware of the amount of work the job would require for the repairs to the old stucco, before the complete reapplication of the new stucco. Therefore, I agreed to the proposed cost of the project. The cost was in line with the four other proposals I had from different stucco companies. All four of the company's submitting proposals understood exactly what I wanted done.
The flim-flam promises, and the materials bait-and-switch began at the beginning of the project, but I didn't see it until the end after I paid Mr. C********. I'm 80 years-old and I don't know if that had anything to do with it. The first and only business delivery of cement bags was unusually small for the project, that being about 20 bags of STO 80101. There should have been approximately 100 bags for the total project. No bags ever showed up after that.
The cement for the repairs and the base coat was supposed to be the STO 80101 at $30 per 50-pound bag. This product is a high-grade, chemically enhanced, rapid drying cement that must be hand-mixed with water on the job site. After using about 5-7 bags on a few spots of repairs, the remaining bags disappeared when Mr. C******** departed for the day.
All the cement after that day was delivered premixed by Mr. C******** in recycled buckets. I assumed he was doing that to save time. The cement provided by Mr. C******** was a cheaper, standard product at $13 per 80-pound bag. Both types are the same color, but the cheaper cement has fiberglass fibers in it for reinforcement.
Had all the repairs been accomplished, the stucco recovering process should have been this: 1) power wash to remove dirt; 2) primer/sealer; 3) 1/2 inch 80101 cement base coat; 4) primer/sealer; 5) 1/8 inch 80101 cement and mesh fiber pressed into cement; 6) 1/8 inch color coat: white.
But, what actually occurred was: Numbers 2 and 3 were never done; over half of the repairs were not done; the Number 6 was intentionally scraped so hard during application to save product that the surface is full of pin holes (see picture). That scraping reduced the amount of color actually required and I paid for the true amount that should have been used. The final coat is no longer watertight and waterproof.
Besides being scammed on the color coat (#6), I paid for #2 and #3 material and labor which was never performed. And for the difference in prices of the substituted cement and the top-of-the-line STO 80101 cement that I told Mr. C******** I wanted. I never authorized any substitutions during the remodeling.
Although Mr. C********'s wife was the translator several times when my desires were in question, he continued to ignore all my instructions and our agreements. His wife told me he made changes, which were not authorized by me. Although agreed upon by Mr. C********, no attempt was made to level the irregular surface areas from his repairs, nor of the old stucco that I had pointed out during our two initial inspections. Leveling was part of the initial discussions.
A large portion of the house will have to be replaced and renewed by another more qualified company.
Mr. C******** refused my requests several times to provide a line-item list of material, an official written warranty for his work, and a materials warranty (Usually provided by the manufacturer, the STO Corporation, in this case.). Mr. C******** insists the comment on the 12/2/2021 incomplete invoice, "Tis job has a 5 year warranty starting from the date above."
