      This review about Windsor Place, a Burton Carol property. I moved into this apartment in 2021 and was told it is a quiet place. This was the biggest lie ever told. The people above me were straight from hell. They had this uncontrollable girl that never walked, she always ran. She was on the large side and I thought there was a buffalo living above me. The Management didn’t evict them after. They said they spoke to them, she would calm down for a little bit and start up again. I didn’t get much rest. I also worked from home and the only time I had peace was when this thing was at school or away from the apartment. The parents would lie and say we are not making any noise. Finally they moved out and was replaced by a cat woman who had this cat climber and a cat who would jump all and scare me with the large thump. The woman walked very loudly and wore the clunky heels; then started playing loud music. The worst part was the Manager; she was extremely rude and acted like a racist. I reported her to the Corporate office and her Manager stated she would speak to her. Well, she is still working there. When I moved out they tried to have keep my security deposit for damages done when I moved in. The place was filthy when I moved in; I had to clean it myself and the stove should have been in the junkyard. I purchased my own stove. This is truly the place from the pits of hell, because the managers and tenants are truly evil. There is countless stories I can tell of my misery there. May they get what they deserve in this life and the afterlife.

      Burton Carol Management LLC managing agent for Windsor Place Apartments is responding to the customer review submitted by ***** ******. I will attempt to address her comments in the order in which she listed them. To quote Ms. ****** *.."People above me were straight from hell and had an uncontrollable girl." In her review Ms. ****** referred to the girl as 'large' and was a 'buffalo'. She even expected our company to evict the family. Our company determined that the upstairs neighbors were not excessive in noise in any way. Everyday sounds are a part of living in a multi-family apartment building with shared walls and we prefer working towards consideration and compromise so each resident can enjoy their home. Our Regional Manager did have conversations with the family living above Ms. ******* Her initial complaint happened on June 2022 and staff immediately spoke with the upstairs residents. They understood. That said, Ms. ****** works from home and claims the only time she had peace was when the thing' was at school or away...." In May 2023, Ms. ****** went so far as to inform the pastor of her church that she felt the child was unruly and that they (the parents) 'didn't know how to parent'. Later that month the family living above Ms. ****** was complaining to management that they don't feel safe and feel Ms. ****** was harassing and stalking them. They moved out in July 2023 due to Ms. ******. Records show that whenever Ms. ****** contacted our staff about noise from the suite above, we were ready to come over to hear it for ourselves, but most often it was a case of 'noise just stopped' or `I'm not feeling well', etc., don't come over. In June 2023, the Regional Manager spoke with Ms. ****** informing her that the residents above her will be moved out at the end of July. It was during that conversation that Ms. ****** asked the Regional Manager 'not to move someone into that apartment that has children'. Ms. ******  was reminded of the Fair Housing and Steering Laws, and we would not comply with her request. She then proceeded to ask more questions about other residents living there. She was reminded that no one else's business is her business and can't be discussed with her. Everyone applying for an apartment goes through the same approval process. By mid-August 2023, the upstairs unit was reoccupied. There is a cat living there now. In her review, Ms. ****** refers to one of the residents as 'cat woman'. Needless to say, further complaints came in regarding the cat's loud thumping when jumping onto the floor, the noise from clunky heels, and loud music. On February 14, 2024, the Regional Manager spoke with Ms. ****** regarding the message she left at our corporate office stating she felt she was treated rudely by a member of the leasing office. Our policy is to address any comments made by a resident regarding a staff member regardless of whether or not they are accurate. Ms. ****** kept referring to our manager as racist, which could not be further from the truth. Quite frankly we believe the person with many biases was in fact Ms. ******. In regard to the security deposit - Of the $500.00 deposit held, a refund totaling $460.00 was issued to Ms. ******. Adjustments were made with only a portion of her Renter's Insurance Default Fee to be paid because she canceled insurance coverage too early. We are sorry that Ms. ****** did not find her home at Windsor Place to be the quiet haven she had hoped for. Burton Carol Management feels that they have addressed Ms. ******' concerns in a timely and professional manner regardless of how she treated others.
